IRS CP13 Notice: A Correction with A Zero Balance
Notice Instructions: If you disagree, contact the IRS by the date printed on your notice.
Zero balance does not mean nothing changed. Read the correction and compare it with your return.
CP13 says the IRS corrected your return and the resulting account balance is zero: no refund is due and no additional amount is owed because of those changes.
